  1. Cook carrots according to package directions; drain and set aside.
  2. Combine sugar and cornstarch in a saucepan. Stir in vinegar and water.
  3. Cook over medium heat until thick and bubbly, stirring constantly.
  4. Add pepper, margarine and carrots. Heat through.
  5. Sprinkle with thyme and dill.
